AVYCON NDAA Compliance Statement

AVYCON is dedicated to delivering products compliant with NDAA Section 889 and maintains a commitment to abstain from engaging in OEM, ODM, or JDM associations with part vendors found in violation of the NDAA.

The AVYCON products in compliance with NDAA will be routinely refreshed and made available on the official AVYCON website.

The specified AVYCON cameras, encoders, network video recorders (NVRs), and digital video recorders (DVRs) abstain from utilizing critical components or incorporating any System on a Chip (SoC) from vendors prohibited by the NDAA. These products align with GSA Schedule regulations, and they are eligible for inclusion in AVYCON’s GSA contracts. They are recommended for deployment in U.S. government applications subject to compliance with the NDAA.

This article will outline AVYCON products that agree to NDAA Section 889 GSA Schedule regulations and have received approval for the legal exchange of security components and products.


National Defense Authorization Act (NDAA)

To reduce cybersecurity risk, an interim final rule of the National Defense Authorization Act (NDAA) for the Fiscal Year 2020 became effective on January 1, 2020, specifically pertaining to the AVYCON products listed below.

Section 889 of the NDAA states that there is a “Prohibition on certain telecommunication and video surveillance services or equipment”. This is primarily focused on companies within the regions of China such as:

Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Technology Company, Dahua Technology Company

This also applies to manufacturers when video surveillance cameras and/or systems are resold under a different manufacturer or vendor brand name. Although commonplace in original equipment manufacturer (OEM), original design manufacturer (ODM), and joint development manufacturer (JDM) relationships, AVYCON assure to be following these practices

Numerous provisions within the NDAA significantly influence both existing and forthcoming video surveillance deployments associated with the US government. The ability to assert NDAA compliance is contingent upon the manufacturer’s (OEM) location and the chipset/internal components of the relevant devices.

AVYCON NDAA Compliant Product List

The products listed below are compliant with the U.S. Department of Defense and GSA Schedule trade regulations. These products have been deemed NDAA compliant by the manufacturer, as the final products are using approved chipsets and have been manufactured and substantially transformed within the United States, South Korea, and/or Vietnam, which are approved signatory countries designated by NDAA regulations.
